Permanent control seizure is good, but in addition to the activation condition that there is a "Photon" monster or "Galaxy" monster on your field, he also needs an LP cost. 1000 LP is insignificant, but the toughest part is that he's Xyz Monster exclusive without Galaxy-Eyes photon dragons. The original story is that Kaito stole the number of the opponent he defeated in a duel. So if he has Photon and Galaxy monsters on the field, he can literally take Xyz Monsters.
Also, if there is a Galaxy-Eyes photon dragon on the field, he will take control even if it is not an Xyz Monster. You can attack with stolen monsters, use them as Xyz materials, or use them as Link materials. I think it's a strength to be able to use it both offensively and inferiorly.

Like 《Numeral Hunter》, it is a meta card against X monsters, but if Galaxy-Eyes exists, it can target all monsters and is powerful.
Galaxy-Eyes itself has plenty of ways to deploy, so I would like to have plenty of ways to deploy Galaxy-Eyes so that it doesn't spoil.
Originally, Galaxy Photon had a light wave dragon that also had a control-stealing effect, but since it is a category-exclusive card, the quality of the effect itself is much higher, and it is also an advantage that it is easy to share combos.
It may be too much to ask for, but now it's too late after it's deployed, so if it was a Quick-Play Spell, it would have been a perfect score. It's easy to suppress, and I think it's a powerful card overall.
